۞بِسۡمِ ٱللَّهِ ٱلرَّحۡمَٰنِ ٱلرَّحِيمِ
Whatever program we initiate in our life, will be as per the Pre-directed Guidelines of Allah, the Most Benevolent and the Most Merciful. (6:162)
PREFACE: As already explained, Islamic rule is based on the protection of the interests of society as a whole. For that, various social reforms will have to be made. All responsibilities cannot be borne by a few. Those responsibilities will have to be shared among all the social activists and the public Then, the lack of experience will lead to many problems. Seek protection according to Rabbu’s guidance in settling them. We have to safeguard all activists and the whole population in the early days, just as a mother looks after her child. This is how this chapter speaks. Let’s see what advice we get.
113:1قُلۡ أَعُوذُ بِرَبِّ ٱلۡفَلَقِ١
113:1. In the early stages of the formation of the regime based on His guidance, one must act with extreme caution. At each stage, the guidance of Rabbu is to work according to what is right.
113:2مِن شَرِّ مَا خَلَقَ٢
113:2. None of these cosmic creations are automatically good or evil.
It is the way they are used that makes them good or bad. So, the purpose of this good governance is to use all the new inventions created with those works for creative purposes. (See 3: 190-191) They will not be used for human destruction.
So, all people can be safe only if they use them according to His principles. So let people know that you have to focus on Rabbu's norms.
113:3وَمِن شَرِّ غَاسِقٍ إِذَا وَقَبَ٣
113:3. It is also very important to protect the essential commodities for the development of a country. So this regime will focus more on protecting such essentials. For this too, you declare that we must act as per the practical laws of Rabbu.
Take water as an example. If we do not store it, the agricultural sector will be affected. So problems will arise in the country.
113:4وَمِن شَرِّ ٱلنَّفَّٰثَٰتِ فِي ٱلۡعُقَدِ٤
113:4. Some will campaign against this regime. So the loyalty of the people will diminish and there will be weakness and dullness. It is also important to be safe from it. Tell the people to act vigilantly according to the rules set by Rabbu for this.
113:5وَمِن شَرِّ حَاسِدٍ إِذَا حَسَدَ٥
113:5. When all this good governance is successful, the opposing team will do various maneuvers due to jealousy over it. Explain to the people that it is very important to lead away to be safe from this too.
