بِسۡمِ ٱللَّهِ ٱلرَّحۡمَٰنِ ٱلرَّحِيمِ
Whatever program we initiate in our life, will be as per the Pre-Directed Guidelines of Allah, the Most Benevolent and the Most Merciful. (6:162)
All those who accept this guidance are advised to guide the people of the world. (See 3: 110) So, it is vital that you have integration and vividness in your words and actions.
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لَا تُقَدِّمُواْ بَيۡنَ يَدَيِ ٱللَّهِ وَرَسُولِهِۦۖ وَٱتَّقُواْ ٱللَّهَۚ إِنَّ ٱللَّهَ سَمِيعٌ عَلِيمٞ١
49:1. O Followers of Our Guidance! Do not announce your own decisions prior to the proclamation of the by-laws for implementing Allah’s Regime, by the chairperson-in-charge of the Lok Sabha, this is a violation of the privilege of the House. So, follow the advice of Allah. And do not forget that the rule of Allah will take care of everything.
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لَا تَرۡفَعُوٓاْ أَصۡوَٰتَكُمۡ فَوۡقَ صَوۡتِ ٱلنَّبِيِّ وَلَا تَجۡهَرُواْ لَهُۥ بِٱلۡقَوۡلِ كَجَهۡرِ بَعۡضِكُمۡ لِبَعۡضٍ أَن تَحۡبَطَ أَعۡمَٰلُكُمۡ وَأَنتُمۡ لَا تَشۡعُرُونَ٢
49:2. O Followers of Our Guidance! And it is not right to shout in the House. This would mean that you are insulting the chairman presiding in the House. Usually, you shout at others in order to exaggerate their speech. Do not speak like that in this House. Otherwise, all the virtues within you will disappear from you little by little.
إِنَّ ٱلَّذِينَ يَغُضُّونَ أَصۡوَٰتَهُمۡ عِندَ رَسُولِ ٱللَّهِ أُوْلَٰٓئِكَ ٱلَّذِينَ ٱمۡتَحَنَ ٱللَّهُ قُلُوبَهُمۡ لِلتَّقۡوَىٰۚ لَهُم مَّغۡفِرَةٞ وَأَجۡرٌ عَظِيمٌ٣
49:3. Whoever expresses his views in the house must bow to the resolutions of the President of the House. The Regime of Allah will select such “Able” Personalities as Privy council of Ministers and carry out Allah’s plans through them. Only such people can have a secure life and deserve a high position.
إِنَّ ٱلَّذِينَ يُنَادُونَكَ مِن وَرَآءِ ٱلۡحُجُرَٰتِ أَكۡثَرُهُمۡ لَا يَعۡقِلُونَ٤
49:4. Some people may not even know the criteria as to how to behave with value and respect. Without fixing prior appointments, they would shout and call their leader from outside. These too show their ignorance.
وَلَوۡ أَنَّهُمۡ صَبَرُواْ حَتَّىٰ تَخۡرُجَ إِلَيۡهِمۡ لَكَانَ خَيۡرٗا لَّهُمۡۚ وَٱللَّهُ غَفُورٞ رَّحِيمٞ٥
49:5. O, Reformist! How much better it would have been if they had waited until you came out of the council which was assembled to discuss public welfare Schemes! Wouldn't these also be conducive to their safe life and love?
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوٓاْ إِن جَآءَكُمۡ فَاسِقُۢ بِنَبَإٖ فَتَبَيَّنُوٓاْ أَن تُصِيبُواْ قَوۡمَۢا بِجَهَٰلَةٖ فَتُصۡبِحُواْ عَلَىٰ مَا فَعَلۡتُمۡ نَٰدِمِينَ٦
49:6. O Followers of Rabbu's guidance! If you hear any bad news, do not react immediately. Those messages may have come from rioters as well. So, act accordingly only after a thorough inquiry about it. Otherwise, you will ignorantly harm others. Then you will know the truth and you will regret what you did.
O Followers of Rabbu's guidance! Do not think that you can still live in a state of mind as you lived before. Whatever is being done now must be decisive and acted upon systematically as per rules.
وَٱعۡلَمُوٓاْ أَنَّ فِيكُمۡ رَسُولَ ٱللَّهِۚ لَوۡ يُطِيعُكُمۡ فِي كَثِيرٖ مِّنَ ٱلۡأَمۡرِ لَعَنِتُّمۡ وَلَٰكِنَّ ٱللَّهَ حَبَّبَ إِلَيۡكُمُ ٱلۡإِيمَٰنَ وَزَيَّنَهُۥ فِي قُلُوبِكُمۡ وَكَرَّهَ إِلَيۡكُمُ ٱلۡكُفۡرَ وَٱلۡفُسُوقَ وَٱلۡعِصۡيَانَۚ أُوْلَٰٓئِكَ هُمُ ٱلرَّٰشِدُونَ٧
49:7. Now the Rule of Allah is convenient for you. The Reformist is the leader who leads it. No one can act according to his personal preferences. If anyone does so, he will incur huge losses. Therefore, it is in the interest of the country to act in accordance with the resolutions brought in the House. May you all work as per Rabbu’s guidance. Only then, will their benefits be available. Then they will look beautiful to you. You will hate to follow any other method except this. Such are the ones who function in the right path.
فَضۡلٗا مِّنَ ٱللَّهِ وَنِعۡمَةٗۚ وَٱللَّهُ عَلِيمٌ حَكِيمٞ٨
49:8. Thus, the ways for the attainment of happiness will open for getting the immeasurable blessings of Allah. Only then, one can become wise with better knowledge as per the canon of Allah.
وَإِن طَآئِفَتَانِ مِنَ ٱلۡمُؤۡمِنِينَ ٱقۡتَتَلُواْ فَأَصۡلِحُواْ بَيۡنَهُمَاۖ فَإِنۢ بَغَتۡ إِحۡدَىٰهُمَا عَلَى ٱلۡأُخۡرَىٰ فَقَٰتِلُواْ ٱلَّتِي تَبۡغِي حَتَّىٰ تَفِيٓءَ إِلَىٰٓ أَمۡرِ ٱللَّهِۚ فَإِن فَآءَتۡ فَأَصۡلِحُواْ بَيۡنَهُمَا بِٱلۡعَدۡلِ وَأَقۡسِطُوٓاْۖ إِنَّ ٱللَّهَ يُحِبُّ ٱلۡمُقۡسِطِينَ٩
49:9. However, sometimes disagreements and conflicts may arise between citizens. They should be settled and set right immediately. And if one of them transgresses, then take action against him, all together, until he obeys the law of Allah. If he acknowledges that he is following the guidance of Allah, then make peace between them. Act justly in settling thus. Remember. Only those who function in righteousness will find the love and warmth of Allah.
These are all disagreements and conflicts that arose in the early days of the Islamic Regime. When this Regime flourishes, there will be no room for such fighting. Everyone there will behave with fraternal affection. (See 8:63) So when such conflicts arise unexpectedly, do not behave among the believers as you would strictly do with the enemy. The reason
إِنَّمَا ٱلۡمُؤۡمِنُونَ إِخۡوَةٞ فَأَصۡلِحُواْ بَيۡنَ أَخَوَيۡكُمۡۚ وَٱتَّقُواْ ٱللَّهَ لَعَلَّكُمۡ تُرۡحَمُونَ١٠
49:10. All believers are brothers. So, we have to make peace with the idea that we are making peace between two brothers. Thus follow the guidance of Allah in every matter. This will develop a bond of affection and compassion between you.
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ لَا يَسۡخَرۡ قَوۡمٞ مِّن قَوۡمٍ عَسَىٰٓ أَن يَكُونُواْ خَيۡرٗا مِّنۡهُمۡ وَلَا نِسَآءٞ مِّن نِّسَآءٍ عَسَىٰٓ أَن يَكُنَّ خَيۡرٗا مِّنۡهُنَّۖ
49:11. O Followers of Rabbu's guidance! Do not make fun of other communities that do not accept Islam. The reason is that they may be better energized than you in many sectors. The inter-relationship between them will deteriorate. Likewise, women should not mock any other woman. Because they too may have many special qualities. All of these can lead to unnecessary hostility. So be sure to avoid these.
وَلَا تَلۡمِزُوٓاْ أَنفُسَكُمۡ وَلَا تَنَابَزُواْ بِٱلۡأَلۡقَٰبِۖ بِئۡسَ ٱلِٱسۡمُ ٱلۡفُسُوقُ بَعۡدَ ٱلۡإِيمَٰنِۚ وَمَن لَّمۡ يَتُبۡ فَأُوْلَٰٓئِكَ هُمُ ٱلظَّٰلِمُونَ١١
Likewise, do not slander one another with derogatory words. And do not call each other inferior titles or nicknames. It is very bad to take such names after accepting the guidance of Allah. Whoever does not turn away from doing so will be included in the list of wrongdoers.
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ ٱجۡتَنِبُواْ كَثِيرٗا مِّنَ ٱلظَّنِّ إِنَّ بَعۡضَ ٱلظَّنِّ إِثۡمٞۖ وَ لَا تَجَسَّسُواْ
49:12. O Followers of Our guidance! Do not approach anything with skepticism. The reason is that it can often have ill effects. And some around you will try to spread hoaxes against you to create animosity between you. You have to behave very carefully. So, you don't have to keep asking about them.
وَلَا يَغۡتَب بَّعۡضُكُم بَعۡضًاۚ أَيُحِبُّ أَحَدُكُمۡ أَن يَأۡكُلَ لَحۡمَ أَخِيهِ مَيۡتٗا فَكَرِهۡتُمُوهُۚ وَٱتَّقُواْ ٱللَّهَۚ إِنَّ ٱللَّهَ تَوَّابٞ رَّحِيمٞ١٢
And don't talk ill of others in their absence. In any case, you need to talk, talk with them directly and solve problems. On the other hand, hatred and bad opinions only grow in society. So, one should hate to speak ill of others to the extent that one hates to eat the corpse of his own brother. Thus fear the evil consequences of acting contrary to the guidance of Allah and cherish them. This is the best way to get out of the wrong way and have mutual goodwill and love between you.
In the early stages of Islamic rule, some miscreants spread rumors and caused animosity and confusion among the rulers. This is because of the thought they belong to the best society. It is a question of whether this level of elevation and dignity is available to those who have been wandering around the city as slaves until yesterday. So, such misconceptions should be removed from them.
يَٰٓأَيُّهَا ٱلنَّاسُ إِنَّا خَلَقۡنَٰكُم مِّن ذَكَرٖ وَأُنثَىٰ وَجَعَلۡنَٰكُمۡ شُعُوبٗا وَقَبَآئِلَ لِتَعَارَفُوٓاْۚ
49:13. O People of the world! You are all born with the union of a man and a woman. So, there is no difference as far as your birth is concerned. When the truth is thus, how can there be ups and downs within you? And the tribes, caste system that has emerged in the world is only for you to identify with each other easily and thus do not get elevation and dignity.
إِنَّ أَكۡرَمَكُمۡ عِندَ ٱللَّهِ أَتۡقَىٰكُمۡۚ إِنَّ ٱللَّهَ عَلِيمٌ خَبِيرٞ١٣
In fact, dignity and elevation depend on following the guidance of Allah. Only then will you have the aspiration to know all things according to the canon of Allah.
In this text, it is said that Allah has divided the world into clans and tribes. These are all arrangements made for administrative convenience. For example, after reading the news of an earthquake, the question will arise where it is? When? It is necessary to specify which place. Only then, can relief work be expedited? Leaving this aside no one gets any pride because we belong to a particular community. (See 5:18) Similarly, accepting Allah alone does not bring any good. Therefore
۞قَالَتِ ٱلۡأَعۡرَابُ ءَامَنَّاۖ قُل لَّمۡ تُؤۡمِنُواْ وَلَٰكِن قُولُوٓاْ أَسۡلَمۡنَا وَلَمَّا يَدۡخُلِ ٱلۡإِيمَٰنُ فِي قُلُوبِكُمۡۖ وَإِن تُطِيعُواْ ٱللَّهَ وَرَسُولَهُۥ لَا يَلِتۡكُم مِّنۡ أَعۡمَٰلِكُمۡ شَيًۡٔاۚ إِنَّ ٱللَّهَ غَفُورٞ رَّحِيمٌ١٤
49:14. The native Arabs claim to have faith in Allah. Just tell them that they have accepted Allah and His messages orally and it does not mean that they have strong Beliefs. They are just Muslims as they have accepted Islam in principle. As such, “Belief” is not rooted in their hearts in the true sense. Therefore, if they follow the guidance of Allah and the laws of the land which are based on it, their good deeds will be rewarded according to the framed laws of Allah. Surely, Allah's guidance guides you to a secure life. This will lead to compassion among you.
إِنَّمَا ٱلۡمُؤۡمِنُونَ ٱلَّذِينَ ءَامَنُواْ بِٱللَّهِ وَرَسُولِهِۦ ثُمَّ لَمۡ يَرۡتَابُواْ وَجَٰهَدُواْ بِأَمۡوَٰلِهِمۡ وَأَنفُسِهِمۡ فِي سَبِيلِ ٱللَّهِۚ أُوْلَٰٓئِكَ هُمُ ٱلصَّٰدِقُونَ١٥
49:15. So the “True Believers” are those who accept the guidance of Allah and the laws that govern it, and dedicate their lives and wealth for it. Once they know Rabbu's guidance, they will never change it. They will not hesitate to lay down their lives, if need be, to testify to the greatness of the laws of Rabbu. (See 9: 111) These are the “True Believers”.
But ignorant people talk to themselves about what guidance should be like. They do not read the Scriptures to see what the guidance facts are. It is as if they are teaching guidance to Allah. Therefore
قُلۡ أَتُعَلِّمُونَ ٱللَّهَ بِدِينِكُمۡ وَٱللَّهُ يَعۡلَمُ مَا فِي ٱلسَّمَٰوَٰتِ وَمَا فِي ٱلۡأَرۡضِۚ وَٱللَّهُ بِكُلِّ شَيۡءٍ عَلِيمٞ١٦
49:16. Ask them, “Do you teach Allah what the guidance should be like?” Allah knows the truth of how the universe and everything on earth function. When Allah has the great power to keep all creations within the boundaries of His laws, does He not know how a man should follow the rules? Let them know this.
يَمُنُّونَ عَلَيۡكَ أَنۡ أَسۡلَمُواْۖ قُل لَّا تَمُنُّواْ عَلَيَّ إِسۡلَٰمَكُمۖ بَلِ ٱللَّهُ يَمُنُّ عَلَيۡكُمۡ أَنۡ هَدَىٰكُمۡ لِلۡإِيمَٰنِ إِن كُنتُمۡ صَٰدِقِينَ١٧
49:17. Some people think that they have done a great favor by accepting Islam. Explain to them that this is not the way to go. Instead, they have joined Islam, to get the opportunity to learn what human life is all about. The truth is that they would get the support and bounty of Allah only by following His guidance. Let them know this.
إِنَّ ٱللَّهَ يَعۡلَمُ غَيۡبَ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۚ وَٱللَّهُ بَصِيرُۢ بِمَا تَعۡمَلُونَ١٨
49:18. When Allah has the power to know all the hidden facts in the galaxies and the earth, can He not know what your deeds are?
