بِسۡمِ ٱللَّهِ ٱلرَّحۡمَٰنِ ٱلرَّحِيمِ
Whatever program we initiate in our life, will be as per the Pre-directed Guidelines of Allah, the Most Benevolent and the Most Merciful. (6:162)
إِنَّا فَتَحۡنَا لَكَ فَتۡحٗا مُّبِينٗا١
48:1. O, Reformist! You have won a decisive victory in the battle between Justice and Unjust according to the canon of Rabbu.
The infidels have been slandering and insulting you in many ways, thus causing difficulties in carrying out Rabbu's constitutional welfare plans. If left unmanaged, all will go astray and lose the right path. So, by this victory, their iniquities were suppressed. (Ref: 48:25)
لِّيَغۡفِرَ لَكَ ٱللَّهُ مَا تَقَدَّمَ مِن ذَنۢبِكَ وَمَا تَأَخَّرَ وَيُتِمَّ نِعۡمَتَهُۥ عَلَيۡكَ وَيَهۡدِيَكَ صِرَٰطٗا مُّسۡتَقِيمٗا٢
48:2. Now you will get the straight path to carry out your projects safely. None of their harassment against you anymore. Thus, you will receive the blessings of Rabbu. And you get the standard way to execute His projects. (See also 40:55 & 47:19)
وَيَنصُرَكَ ٱللَّهُ نَصۡرًا عَزِيزًا٣
48:3. Following this, you will have full authority in the country as per the canon of Allah. And you will set an example to the world that His guidance is the best.
هُوَ ٱلَّذِيٓ أَنزَلَ ٱلسَّكِينَةَ فِي قُلُوبِ ٱلۡمُؤۡمِنِينَ لِيَزۡدَادُوٓاْ إِيمَٰنٗا مَّعَ إِيمَٰنِهِمۡۗ وَلِلَّهِ جُنُودُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۚ وَكَانَ ٱللَّهُ عَلِيمًا حَكِيمٗا٤
48:4. Through this victory, there will be contentment and peace in the hearts of the followers, the warriors of Rabbu. They will be even more interested and enthusiastic in carrying out Rabbu's plan of government. The forces of nature that are at work in the galaxies and the earth are producing the perfect benefits for every action of man. Only with their support, can this success be achieved. (See 9:36) (See 45:22 & 53:31) All of this is based on the clear wisdom of Allah.
لِّيُدۡخِلَ ٱلۡمُؤۡمِنِينَ وَٱلۡمُؤۡمِنَٰتِ جَنَّٰتٖ تَجۡرِي مِن تَحۡتِهَا ٱلۡأَنۡهَٰرُ خَٰلِدِينَ فِيهَا وَيُكَفِّرَ عَنۡهُمۡ سَئَِّاتِهِمۡۚ وَكَانَ ذَٰلِكَ عِندَ ٱللَّهِ فَوۡزًا عَظِيمٗا٥
48:5. Thus, after the victory in battle, men and women who act according to the guidance of Rabbu will enter into the heavenly life. They will have access to generous economic facilities. And they will abstain from sinful acts that corrupt the nation. All these are the great successes that come from acting under the guidance of Allah.
And as a result of the rule of law, unjust and injustice will cease. (See 17:81) It will be an end to anarchy. Therefore
وَيُعَذِّبَ ٱلۡمُنَٰفِقِينَ وَٱلۡمُنَٰفِقَٰتِ وَٱلۡمُشۡرِكِينَ وَٱلۡمُشۡرِكَٰتِ ٱلظَّآنِّينَ بِٱللَّهِ ظَنَّ ٱلسَّوۡءِۚ عَلَيۡهِمۡ دَآئِرَةُ ٱلسَّوۡءِۖ وَغَضِبَ ٱللَّهُ عَلَيۡهِمۡ وَلَعَنَهُمۡ وَأَعَدَّ لَهُمۡ جَهَنَّمَۖ وَسَآءَتۡ مَصِيرٗا٦
48:6. Men and women who are insidiously acting against the state by claiming to believe in lip service and men and women who are hindering the development of the country will continue to be surrounded by painful harm. The reason is that there was no limit to the illegal activities they were committing. And they incur the wrath of the rulers of Allah. Such people will never get the support and warmth of the state. Thus, their life will become painful. Isn’t it so bad that such a deplorable situation occurs?
وَلِلَّهِ جُنُودُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۚ وَكَانَ ٱللَّهُ عَزِيزًا حَكِيمًا٧
48:7. And the various powers in the galaxies and the earth are working according to the plans of Allah. So, there will be joys and sorrows according to the law of human deeds which He has ordained (see 45:22). Surely all the plans of Allah are based on great wisdom.
Just as the universe and the earth operate according to Allah's plans, so man must act according to Allah's plans. Only then can human life be better. It is made clear in this Quran what those plans are.
إِنَّآ أَرۡسَلۡنَٰكَ شَٰهِدٗا وَمُبَشِّرٗا وَنَذِيرٗا٨
48:8. O, Reformist! We have sent you to convey to the people of the world about the benefits of Allah's plans and to prove them. Your main task is to convey to the followers the details of good deeds and warn of the ill effects of acting equating to His guidance.
لِّتُؤۡمِنُواْ بِٱللَّهِ وَرَسُولِهِۦ وَتُعَزِّرُوهُ وَتُوَقِّرُوهُۚ وَتُسَبِّحُوهُ بُكۡرَةٗ وَأَصِيلًا٩
48:9. Thus, they will wholeheartedly accept the guidance of Rabbu, respect the plans of the government established by the Reformist, do their utmost to honor and glorify the regime of Rabbu (see 7:157) They will work tirelessly for this, day and night. (See 33: 41-42)
The Reformist does not create a regime with such lofty aims by himself. He creates entirely on the basis of the guidance of Allah. Therefore, it is the same thing to follow the laws of Allah and the by-laws formulated by Reformists. (see 3:31-32).
إِنَّ ٱلَّذِينَ يُبَايِعُونَكَ إِنَّمَا يُبَايِعُونَ ٱللَّهَ يَدُ ٱللَّهِ فَوۡقَ أَيۡدِيهِمۡۚ
48:10. So their promise to the Reformist that they will obey the laws of Rabbu is tantamount to the promise that they truly make to Allah. When they make a promise, let them know that the support of Allah is with them. So let them obey the command of the Reformist completely.
فَمَن نَّكَثَ فَإِنَّمَا يَنكُثُ عَلَىٰ نَفۡسِهِۦۖ وَمَنۡ أَوۡفَىٰ بِمَا عَٰهَدَ عَلَيۡهُ ٱللَّهَ فَسَيُؤۡتِيهِ أَجۡرًا عَظِيمٗا١٠
After making such a promise, whoever acts in exchange for it, the consequences will come to him. Whoever upholds the laws of Allah, will surely reap immense benefits. (See 9: 111)
The word to make such a promise to the Messenger is called “Bi-ath”. But today the sheiks (Muslim Saints) are deceiving the lay Muslims by saying that they can take them to paradise by themselves. This is reprehensible.
سَيَقُولُ لَكَ ٱلۡمُخَلَّفُونَ مِنَ ٱلۡأَعۡرَابِ شَغَلَتۡنَآ أَمۡوَٰلُنَا وَأَهۡلُونَا فَٱسۡتَغۡفِرۡ لَنَاۚ يَقُولُونَ بِأَلۡسِنَتِهِم مَّا لَيۡسَ فِي قُلُوبِهِمۡۚ قُلۡ فَمَن يَمۡلِكُ لَكُم مِّنَ ٱللَّهِ شَيًۡٔا إِنۡ أَرَادَ بِكُمۡ ضَرًّا أَوۡ أَرَادَ بِكُمۡ نَفۡعَۢاۚ بَلۡ كَانَ ٱللَّهُ بِمَا تَعۡمَلُونَ خَبِيرَۢا١١
48:11. Even after making such a promise, some will give a thousand reasons for their inability to obey the constitutional by-laws. Some of the villagers will give reasons for their inability to participate, especially when the order is passed to prepare for military training or to take part in the war. Because they say that they have daily chores, have to take care of the family and so they ask for relief. But that is not true. They are talking about something which is not in their hearts. If they are to face any problem as per the framed laws of Allah who will rescue them? Let them know again that their every action is under the supervision of Allah.
It is very important to take training to protect yourself from the sudden attack of your enemies. If you do not train like that, you will fall victim to their attack. Who will save you from it?
بَلۡ ظَنَنتُمۡ أَن لَّن يَنقَلِبَ ٱلرَّسُولُ وَٱلۡمُؤۡمِنُونَ إِلَىٰٓ أَهۡلِيهِمۡ أَبَدٗا وَزُيِّنَ ذَٰلِكَ فِي قُلُوبِكُمۡ وَظَنَنتُمۡ ظَنَّ ٱلسَّوۡءِ وَكُنتُمۡ قَوۡمَۢا بُورٗا١٢
48:12. The fear that has penetrated your hearts is, “We will perish along with the Commander and his army if we are to take part in the war. We could never return home. So, we have to forget about our families clean.” You had thoughts like this. Such thoughts can lead you to destruction. (See also 49: 14-15)
That is, what good is it to live as cowards for hundred years instead of living energetic as great activists? Even if you do not participate in the warfare, one day or the other, you have to die. May that life be used for lofty ideals!
وَمَن لَّمۡ يُؤۡمِنۢ بِٱللَّهِ وَرَسُولِهِۦ فَإِنَّآ أَعۡتَدۡنَا لِلۡكَٰفِرِينَ سَعِيرٗا١٣
48:13. So how can those who do not have firm faith in Allah and the Reformist, support this Regime? So, they will be on the list of refuters and will eventually live a miserable life.
Do not think that such a plan of Allah exists only on this earth. Such laws are in place throughout the universe. So according to those legal provisions, it has already been determined who can live safely without dangers and who will live a miserable life.
وَلِلَّهِ مُلۡكُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۚ يَغۡفِرُ لِمَن يَشَآءُ وَيُعَذِّبُ مَن يَشَآءُۚ وَكَانَ ٱللَّهُ غَفُورٗا رَّحِيمٗا١٤
48:14. So let them decide for themselves whether they will live in safety following the guidance of Allah, knowing that the universe and the earth function under the authority of Allah, or they will live in misery instead. Of course, all of Allah's projects are designed for the protection of people from all walks of life.
سَيَقُولُ ٱلۡمُخَلَّفُونَ إِذَا ٱنطَلَقۡتُمۡ إِلَىٰ مَغَانِمَ لِتَأۡخُذُوهَا ذَرُونَا نَتَّبِعۡكُمۡۖ يُرِيدُونَ أَن يُبَدِّلُواْ كَلَٰمَ ٱللَّهِۚ قُل لَّن تَتَّبِعُونَا كَذَٰلِكُمۡ قَالَ ٱللَّهُ مِن قَبۡلُۖ فَسَيَقُولُونَ بَلۡ تَحۡسُدُونَنَاۚ بَلۡ كَانُواْ لَا يَفۡقَهُونَ إِلَّا قَلِيلٗا١٥
48:15. And the local people would have been interested to participate in the war if they had been allowed to take the surplus wealth available in the war. They will then ask you for permission to join the battle. But Allah has announced that you will get a happy life through the victory in the war. They think rather change the purpose of war. So just tell them not to follow us. They will say that you talk like this out of jealousy. Not so! It is true that they speak such words without the knowledge of the higher aims of the war.
قُل لِّلۡمُخَلَّفِينَ مِنَ ٱلۡأَعۡرَابِ سَتُدۡعَوۡنَ إِلَىٰ قَوۡمٍ أُوْلِي بَأۡسٖ شَدِيدٖ تُقَٰتِلُونَهُمۡ أَوۡ يُسۡلِمُونَۖ فَإِن تُطِيعُواْ يُؤۡتِكُمُ ٱللَّهُ أَجۡرًا حَسَنٗاۖ وَإِن تَتَوَلَّوۡاْ كَمَا تَوَلَّيۡتُم مِّن قَبۡلُ يُعَذِّبۡكُمۡ عَذَابًا أَلِيمٗا١٦
48:16. Tell the rural people who did not take part in the war, “Very soon you will have to fight against a strong army and that you will have to fight them until they surrender with their weapons. If you fight and win, it means that you have true faith in Allah. In the days to come, you will have all kinds of facilities as per the canon of Allah. If you back off in that battle, you will be surrounded by shame and suffering.”
لَّيۡسَ عَلَى ٱلۡأَعۡمَىٰ حَرَجٞ وَلَا عَلَى ٱلۡأَعۡرَجِ حَرَجٞ وَلَا عَلَى ٱلۡمَرِيضِ حَرَجٞۗ وَمَن يُطِعِ ٱللَّهَ وَرَسُولَهُۥ يُدۡخِلۡهُ جَنَّٰتٖ تَجۡرِي مِن تَحۡتِهَا ٱلۡأَنۡهَٰرُۖ وَمَن يَتَوَلَّ يُعَذِّبۡهُ عَذَابًا أَلِيمٗا١٧
48:17. But there may be some who are visually impaired, the physically handicapped, elderly, sick, etc. They cannot take part in the battle. It is not a crime for such people not taking part in the war. (See 9:91) It is enough for them to follow the guidance of Allah and the laws governing the country. They will also get livelihood facilities. Whoever acts as a substitute for this will have a painful life.
۞لَّقَدۡ رَضِيَ ٱللَّهُ عَنِ ٱلۡمُؤۡمِنِينَ إِذۡ يُبَايِعُونَكَ تَحۡتَ ٱلشَّجَرَةِ فَعَلِمَ مَا فِي قُلُوبِهِمۡ فَأَنزَلَ ٱلسَّكِينَةَ عَلَيۡهِمۡ وَأَثَٰبَهُمۡ فَتۡحٗا قَرِيبٗا١٨
48:18. It is on the basis of the same principle, that many activists who accept His guidance, take oaths with you under a tree. (See 48:10) Their promise was in accordance with the Will of Allah. Allah knows the truth about it. So, despite the thousands of difficulties, they would face in battle, the enthusiasm and freshness in their hearts were overwhelming. So, they had the unshakable determination to win the war.
وَمَغَانِمَ كَثِيرَةٗ يَأۡخُذُونَهَاۗ وَكَانَ ٱللَّهُ عَزِيزًا حَكِيمٗا١٩
48:19. Thus, after the victory in the war, they got more and more war ammunitions. Thus, Allah's plans are proved to be superfluous and based on wisdom.
وَعَدَكُمُ ٱللَّهُ مَغَانِمَ كَثِيرَةٗ تَأۡخُذُونَهَا فَعَجَّلَ لَكُمۡ هَٰذِهِۦ وَكَفَّ أَيۡدِيَ ٱلنَّاسِ عَنكُمۡ وَلِتَكُونَ ءَايَةٗ لِّلۡمُؤۡمِنِينَ وَيَهۡدِيَكُمۡ صِرَٰطٗا مُّسۡتَقِيمٗا٢٠
48:20. The promise of Allah that such victories will be available to you is proved to be true. But that is not the purpose of the war. Its purpose is to undermine the strength of those who fight for injustice. So, the advice of Allah prevented the followers of guidance from being attracted to the material benefits got out of victory. This means that through this victory, they get the right path for good governance and community development.
وَأُخۡرَىٰ لَمۡ تَقۡدِرُواْ عَلَيۡهَا قَدۡ أَحَاطَ ٱللَّهُ بِهَاۚ وَكَانَ ٱللَّهُ عَلَىٰ كُلِّ شَيۡءٖ قَدِيرٗا٢١
48:21. Apart from this, they will get many victories. You are unlikely to know about them. But Allah knows best. Surely Allah's plans are glorious in every respect. That is how all events occur.
وَلَوۡ قَٰتَلَكُمُ ٱلَّذِينَ كَفَرُواْ لَوَلَّوُاْ ٱلۡأَدۡبَٰرَ ثُمَّ لَا يَجِدُونَ وَلِيّٗا وَلَا نَصِيرٗا٢٢
48:22. Moreover, even if the enemy had fought against you with full force, they would have retreated. After that, there will be no one else to support and help them.
That means the Regime will leave them unattended. Public support will also be not available.
سُنَّةَ ٱللَّهِ ٱلَّتِي قَدۡ خَلَتۡ مِن قَبۡلُۖ وَلَن تَجِدَ لِسُنَّةِ ٱللَّهِ تَبۡدِيلٗا٢٣
48:23. This is nothing new. This has been going on for a long time. It will continue to be so. Because you will never see any change in the practical laws established by Allah.
وَهُوَ ٱلَّذِي كَفَّ أَيۡدِيَهُمۡ عَنكُمۡ وَأَيۡدِيَكُمۡ عَنۡهُم بِبَطۡنِ مَكَّةَ مِنۢ بَعۡدِ أَنۡ أَظۡفَرَكُمۡ عَلَيۡهِمۡۚ وَكَانَ ٱللَّهُ بِمَا تَعۡمَلُونَ بَصِيرًا٢٤
48:24. Under the same framed laws of Allah, you were forbidden to fight against the enemies in Makkah and they too were unable to fight against you. So, everything you do is being monitored by the law of Allah.
That is, they were able to conquer the city of Mecca without shedding any blood. According to historical sources, the believers set fire to the mountains around Makkah on the advice of the Reformist and exposed their mighty power. (See: 59: 5) They numbered only a thousand. In Makkah, there were about ten thousand enemy soldiers. Nevertheless, they were frightened by the blaze and sent the message of peace. Following this, the Islamic army surrounded and captured the city of Makkah However, historical evidence suggests that the infidels were not massacred by Islamic forces. They were given four months to decide where and how to live. (See 9: 1-5)
هُمُ ٱلَّذِينَ كَفَرُواْ وَصَدُّوكُمۡ عَنِ ٱلۡمَسۡجِدِ ٱلۡحَرَامِ وَٱلۡهَدۡيَ مَعۡكُوفًا أَن يَبۡلُغَ مَحِلَّهُۥۚ
48:25. The evildoers in Makkah were the ones who prevented the followers of guidance from entering the Masjid-ul-Haram. Allah knows this truth. And those who have been obstructing the gift materials sent during the Hajj.
وَلَوۡلَا رِجَالٞ مُّؤۡمِنُونَ وَنِسَآءٞ مُّؤۡمِنَٰتٞ لَّمۡ تَعۡلَمُوهُمۡ أَن تَطَُٔوهُمۡ فَتُصِيبَكُم مِّنۡهُم مَّعَرَّةُۢ بِغَيۡرِ عِلۡمٖۖ لِّيُدۡخِلَ ٱللَّهُ فِي رَحۡمَتِهِۦ مَن يَشَآءُۚ
However, if you had entered the city and fought, you would have trampled many innocent men and women who followed the guidance of Allah to death and those who do not. If you had fought without knowing the truth about them, you would have lost the lives of the followers of guidance too.
لَوۡ تَزَيَّلُواْ لَعَذَّبۡنَا ٱلَّذِينَ كَفَرُواْ مِنۡهُمۡ عَذَابًا أَلِيمًا٢٥
So, it was possible to conquer the city of Makkah without waging a war. Those who wished to remain there were allowed to abide by the laws of the Qur’anic Constitution. If there had been only enemies there in Makkah, you would have had the opportunity to torment them.
What we learn from this is that war also requires certain rules and regulations to be followed. It is not proper for anyone to enter the city and attack everyone. Massacre of human beings is not the purpose of war. The war is what happens between two different policies. None of this should be unjustly killed.
إِذۡ جَعَلَ ٱلَّذِينَ كَفَرُواْ فِي قُلُوبِهِمُ ٱلۡحَمِيَّةَ حَمِيَّةَ ٱلۡجَٰهِلِيَّةِ فَأَنزَلَ ٱللَّهُ سَكِينَتَهُۥ عَلَىٰ رَسُولِهِۦ وَعَلَى ٱلۡمُؤۡمِنِينَ وَأَلۡزَمَهُمۡ كَلِمَةَ ٱلتَّقۡوَىٰ وَكَانُوٓاْ أَحَقَّ بِهَا وَأَهۡلَهَاۚ وَكَانَ ٱللَّهُ بِكُلِّ شَيۡءٍ عَلِيمٗا٢٦
48:26. And the enemies spread falsehoods against the Reformist and the social activists among the people there, fostering unnecessary hatred and enmity among the people. If you had been there, you would have come to attack the social activists thinking that all those hoaxes are true. But with the guidance of Allah, the reformist and followers of guidance are able to take decisions with peace of mind. That level of mental maturity was growing. These are all proofs that all of Allah's plans are based on clear wisdom.
لَّقَدۡ صَدَقَ ٱللَّهُ رَسُولَهُ ٱلرُّءۡيَا بِٱلۡحَقِّۖ لَتَدۡخُلُنَّ ٱلۡمَسۡجِدَ ٱلۡحَرَامَ إِن شَآءَ ٱللَّهُ ءَامِنِينَ مُحَلِّقِينَ رُءُوسَكُمۡ وَمُقَصِّرِينَ لَا تَخَافُونَۖ فَعَلِمَ مَا لَمۡ تَعۡلَمُواْ فَجَعَلَ مِن دُونِ ذَٰلِكَ فَتۡحٗا قَرِيبًا٢٧
48:27. Thus the dream of the reformist (see 2:144) to establish the Kaaba as the headquarters of Islam was fulfilled according to the canon of Allah. After this, you will be able to go to the Kaaba without fear. You will carry out usual procedures like hair removal or hair styling that takes place there. You will have no fear anymore. All of these facts were not known to you before. But Allah knows. Not only that but you are going to get one more hit.
هُوَ ٱلَّذِيٓ أَرۡسَلَ رَسُولَهُۥ بِٱلۡهُدَىٰ وَدِينِ ٱلۡحَقِّ لِيُظۡهِرَهُۥ عَلَى ٱلدِّينِ كُلِّهِۦۚ وَكَفَىٰ بِٱللَّهِ شَهِيدٗا٢٨
48:28. That is, it will be made clear to the people of the world, as to what the purpose of sending the Reformist was. It will be clear to them that the guidance of Islam is superior to all the ways and procedures that the people of the world follow for themselves. Followers of guidance need strength and the ability to prove this to the people of the world. The rule of Allah is sufficient proof for this.
مُّحَمَّدٞ رَّسُولُ ٱللَّهِۚ وَٱلَّذِينَ مَعَهُۥٓ أَشِدَّآءُ عَلَى ٱلۡكُفَّارِ رُحَمَآءُ بَيۡنَهُمۡۖ تَرَىٰهُمۡ رُكَّعٗا سُجَّدٗا
48:29. These are the achievements of the Reformist Muhammad and his close associates. Their attitude will be very harsh towards those who commit anti-social acts. But they will treat each other with humility and compassion. (See 5:54) Each of them will wholeheartedly accept the responsibility of governing and act with full speed in fulfilling it.
يَبۡتَغُونَ فَضۡلٗا مِّنَ ٱللَّهِ وَرِضۡوَٰنٗاۖ سِيمَاهُمۡ فِي وُجُوهِهِم مِّنۡ أَثَرِ ٱلسُّجُودِۚ ذَٰلِكَ مَثَلُهُمۡ فِي ٱلتَّوۡرَىٰةِۚ وَمَثَلُهُمۡ فِي ٱلۡإِنجِيلِ
And they will seek the livelihood they need according to the law of Rabbu. And their every action is to seek the approval of Allah. The facial expression that results from this is a testament to their submissiveness. We find in the Torah and the Bible about previous warriors who acted in this way.
كَزَرۡعٍ أَخۡرَجَ شَطَۡٔهُۥ فََٔازَرَهُۥ فَٱسۡتَغۡلَظَ فَٱسۡتَوَىٰ عَلَىٰ سُوقِهِۦ يُعۡجِبُ ٱلزُّرَّاعَ لِيَغِيظَ بِهِمُ ٱلۡكُفَّارَۗ
The Regime they establish can be compared to a tree. When a ripe seed is sown in the earth, it splits the earth, becomes a brittle plant, grows into a big tree, and gains strength with strong roots and stalks to protect itself, bearing everlasting fruit, such as a tree. (See 14: 24-25) Thus the rule will work for the benefit of all. But this progress will only cause resentment among the refuters of guidance.
وَعَدَ ٱللَّهُ ٱلَّذِينَ ءَامَنُواْ وَعَمِلُواْ ٱلصَّٰلِحَٰتِ مِنۡهُم مَّغۡفِرَةٗ وَأَجۡرًا عَظِيمَۢا٢٩
So, it is the promise of Allah that those who willingly accept the guidance of Allah and act creatively according to it will get good governance which will bring all such benefits. (See 24:55) And such people will have a safe life.

Is it something that is obtained just by praising Allah by mere word networks? Is it correct to wait for some Mehdhee or Easa Nabi to come back to establish such a rule?
