Planning Commission
بِسۡمِ ٱللَّهِ ٱلرَّحۡمَٰنِ ٱلرَّحِيمِ
Whatever program we initiate in our life, will be as per the Pre-Directed Guidelines of Allah, the Most Benevolent and the Most Merciful. (6:162)
ح - The Book of All Praiseworthy - مٓ - Revealed through Muhammed Nabi
حمٓ١
42:1. This is the Scripture bestowed by Allah through Reformist Muhammad which deserves praise and admiration.
عٓ - Submission - سٓ - Man قٓ - Qur’an
عٓسٓقٓ٢
42:2. This Qur’an is revealed to those who are prepared to submit themselves to the principles and guidance mentioned in it.
كَذَٰلِكَ يُوحِيٓ إِلَيۡكَ وَإِلَى ٱلَّذِينَ مِن قَبۡلِكَ ٱللَّهُ ٱلۡعَزِيزُ ٱلۡحَكِيمُ٣
42:3. O, Reformist! This Scripture is given on the same basis. Similar commandments were given to the previous reformists also. It is declared that this Scripture is bestowed by Allah, the Almighty, the Wise, the One who controls everything in the universe and the earth
لَهُۥ مَا فِي ٱلسَّمَٰوَٰتِ وَمَا فِي ٱلۡأَرۡضِۖ وَهُوَ ٱلۡعَلِيُّ ٱلۡعَظِيمُ٤
42:4. The reason is that everything in the universe and on earth is working to fulfill the plans of Allah. The guidance of Allah alone is grand and can take the man to the exalted position.
تَكَادُ ٱلسَّمَٰوَٰتُ يَتَفَطَّرۡنَ مِن فَوۡقِهِنَّۚ وَٱلۡمَلَٰٓئِكَةُ يُسَبِّحُونَ بِحَمۡدِ رَبِّهِمۡ وَيَسۡتَغۡفِرُونَ لِمَن فِي ٱلۡأَرۡضِۗ أَلَآ إِنَّ ٱللَّهَ هُوَ ٱلۡغَفُورُ ٱلرَّحِيمُ٥
42:5. If there were no restraints of such power, the sky would have split and would have fallen on top. But because all the forces of nature in the universe operate under the direct control of Allah, they all fulfill the duties assigned to them and make His action plans commendable. That is why all life on earth is protected. They bear witness to the fact that all of Allah's plans are protective and gracious to all.
وَٱلَّذِينَ ٱتَّخَذُواْ مِن دُونِهِۦٓ أَوۡلِيَآءَ ٱللَّهُ حَفِيظٌ عَلَيۡهِمۡ وَمَآ أَنتَ عَلَيۡهِم بِوَكِيلٖ٦
42:6. But man has set up imaginary idols as Rabbus, thinking that they would protect him. So, there is no point in worrying about such people. O, Reformist! You are not the officer appointed to supervise them. It is your job to disclose the reality of guidance to the people. (See 5:67)
وَكَذَٰلِكَ أَوۡحَيۡنَآ إِلَيۡكَ قُرۡءَانًا عَرَبِيّٗا لِّتُنذِرَ أُمَّ ٱلۡقُرَىٰ وَمَنۡ حَوۡلَهَا
42:7. O, Reformist! It is only for this purpose, We blessed this Scripture to you clearly in the language that you speak. Convey the guidance mentioned in it to the people of your town and its surroundings. Inform them about their sinful acts and warn them of their consequences.
وَتُنذِرَ يَوۡمَ ٱلۡجَمۡعِ لَا رَيۡبَ فِيهِۚ فَرِيقٞ فِي ٱلۡجَنَّةِ وَفَرِيقٞ فِي ٱلسَّعِيرِ٧
If they do not accept this, tell them that the time would come to them to meet the domain and that no one shall have any doubt about it. Also, point out that life of those who accept that guidance will be heavenly and that the lives of those who oppose them will be miserable.
Guidance is announced through the reformists as Allah does not interfere in the decision taken by man. There is no compulsion for man in accepting the guidance. (See 2: 256) But all other living things on earth have the compulsion to live according to their nature’s system. Therefore
وَلَوۡ شَآءَ ٱللَّهُ لَجَعَلَهُمۡ أُمَّةٗ وَٰحِدَةٗ وَلَٰكِن يُدۡخِلُ مَن يَشَآءُ فِي رَحۡمَتِهِۦۚ وَٱلظَّٰلِمُونَ مَا لَهُم مِّن وَلِيّٖ وَلَا نَصِيرٍ٨
42:8. Had there been a plan to make man live according to his nature, like all other living beings in the world, Allah would have created man in the same way. Man would have lived as a single community. But since Allah has given him complete freedom, this guidance of Allah reaches only to those who are eager to be guided. For those who commit unjust acts without accepting this, a secure life will not be available. And when they are in trouble, there would be no one to help them.
أَمِ ٱتَّخَذُواْ مِن دُونِهِۦٓ أَوۡلِيَآءَۖ فَٱللَّهُ هُوَ ٱلۡوَلِيُّ وَهُوَ يُحۡيِ ٱلۡمَوۡتَىٰ وَهُوَ عَلَىٰ كُلِّ شَيۡءٖ قَدِيرٞ٩
42:9. Even after giving clear explanations, do they think to accept the guidance only after befalling great tragedies to them? The community, which lives as dead without any ability, can be revived and become a better society only by following Allah's guidance. This is because Allah has set the standard rules as to how each and every creation should function.
وَمَا ٱخۡتَلَفۡتُمۡ فِيهِ مِن شَيۡءٖ فَحُكۡمُهُۥٓ إِلَى ٱللَّهِۚ ذَٰلِكُمُ ٱللَّهُ رَبِّي عَلَيۡهِ تَوَكَّلۡتُ وَإِلَيۡهِ أُنِيبُ١٠
42:10. They have doubts as to whether social reforms will take place by following the guidance of Allah. So, explain to them the details of guidance of Allah continuously. Also, inform them that you have full confidence in His guidance and that you are paying full attention to it.
فَاطِرُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۚ جَعَلَ لَكُم مِّنۡ أَنفُسِكُمۡ أَزۡوَٰجٗا وَمِنَ ٱلۡأَنۡعَٰمِ أَزۡوَٰجٗا يَذۡرَؤُكُمۡ فِيهِۚ لَيۡسَ كَمِثۡلِهِۦ شَيۡءٞۖ وَهُوَ ٱلسَّمِيعُ ٱلۡبَصِيرُ١١
42:11. The reason is that it is only under the Supreme powers of Allah that the universe and the earth have been created without the support of any material. (See 6: 101) These guidelines are revealed by Almighty Allah. It is only under His grand plan that He has created you in pairs. Similarly, all other living beings too have been created in pairs. It is with that pair that the reproductive system has been established. No one in the world has ever had the power to make such arrangements. Do not think that Rabbu who created all this has left you without His control. Allah has the power to hear and the power to see everything. Therefore, the benefits and consequences will depend on what you do.
لَهُۥ مَقَالِيدُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۖ يَبۡسُطُ ٱلرِّزۡقَ لِمَن يَشَآءُ وَيَقۡدِرُۚ إِنَّهُۥ بِكُلِّ شَيۡءٍ عَلِيمٞ١٢
42:12. Therefore all creation in the galaxies and the earth operate according to prescribed rules. The "keys" of all creations have been formulated and preserved by Him. Those communities which study and find out the formula of those keys will have unlimited livelihoods. (See 3: 190-191) Livelihoods in countries that live in superstition without conducting research will be declining. Allah knows best who lives better in the world and how.
۞شَرَعَ لَكُم مِّنَ ٱلدِّينِ مَا وَصَّىٰ بِهِۦ نُوحٗا وَٱلَّذِيٓ أَوۡحَيۡنَآ إِلَيۡكَ وَمَا وَصَّيۡنَا بِهِۦٓ إِبۡرَٰهِيمَ وَمُوسَىٰ وَعِيسَىٰٓۖ
42:13. All the Reformists from the beginning were advised to explain these grand plans, to spread the facts of guidance among the people, and to establish a governing system on that basis. The first to come on the list of Reformists was Nooh Nabi. Similar orders were issued to him. The same commandments were given to Reformists Ibrahim, Reformists Moosa Nabi, and Reformists Easa.
أَنۡ أَقِيمُواْ ٱلدِّينَ وَلَا تَتَفَرَّقُواْ فِيهِۚ
The ideology of the Reformists was to uphold the precepts of guidance proposed by Allah, to build and maintain social unity accordingly. They also told the community that there should be no differences of opinion on guidance and constitutional issues.
كَبُرَ عَلَى ٱلۡمُشۡرِكِينَ مَا تَدۡعُوهُمۡ إِلَيۡهِۚ ٱللَّهُ يَجۡتَبِيٓ إِلَيۡهِ مَن يَشَآءُ وَيَهۡدِيٓ إِلَيۡهِ مَن يُنِيبُ١٣
But their ideologies were frustrating for some selfish people. Thus, those who are eager to receive advice come under the choice of Allah. Only such people have access to guidance. For those who do not want to accept these, guidance is never available.
وَمَا تَفَرَّقُوٓاْ إِلَّا مِنۢ بَعۡدِ مَا جَآءَهُمُ ٱلۡعِلۡمُ بَغۡيَۢا بَيۡنَهُمۡۚ
42:14. Thus all the Reformists worked hard to create a harmonious society and paved the way for a better life. They also formed a government based on it. But in the course of time after their demise, selfishness, rivalry, and jealousy developed among them and that led to communal divisions. Despite the uniform precepts of guidance, they were divided into many different societies.
وَلَوۡلَا كَلِمَةٞ سَبَقَتۡ مِن رَّبِّكَ إِلَىٰٓ أَجَلٖ مُّسَمّٗى لَّقُضِيَ بَيۡنَهُمۡۚ
But it is not in Allah's plan to punish them immediately for the wrongs they commit. (See 16:61) It is Allah's plan to give them opportunities to mend themselves. Had there been no such plan, they would have ended their life then and there.
وَإِنَّ ٱلَّذِينَ أُورِثُواْ ٱلۡكِتَٰبَ مِنۢ بَعۡدِهِمۡ لَفِي شَكّٖ مِّنۡهُ مُرِيبٖ١٤
وَإِنَّ ٱلَّذِينَ أُورِثُواْ ٱلۡكِتَٰبَ مِنۢ بَعۡدِهِمۡ لَفِي شَكّٖ مِّنۡهُ مُرِيبٖ١٤
So, this Scripture, the Qur’an, is given to remove the enmity of difference. But the clergies and the communal leaders do not understand this fact. They are still skeptical.
فَلِذَٰلِكَ فَٱدۡعُۖ وَٱسۡتَقِمۡ كَمَآ أُمِرۡتَۖ
42:15. O, Reformist! Do not regret that people refuse to accept these guidance truths. But keep on advising the people of the benefits of His guidance. Follow the order given to you and do not be discouraged.
وَلَا تَتَّبِعۡ أَهۡوَآءَهُمۡۖ
Do not follow the people’s mindset, because they all act according to their mindset.
وَقُلۡ ءَامَنتُ بِمَآ أَنزَلَ ٱللَّهُ مِن كِتَٰبٖۖ وَأُمِرۡتُ لِأَعۡدِلَ بَيۡنَكُمُۖ
Tell them to act according to the advice announced in this Scripture from Allah. Explain to them that his goal is to build a just society according to that guidance.
ٱللَّهُ رَبُّنَا وَرَبُّكُمۡۖ لَنَآ أَعۡمَٰلُنَا وَلَكُمۡ أَعۡمَٰلُكُمۡۖ لَا حُجَّةَ بَيۡنَنَا وَبَيۡنَكُمُۖ ٱللَّهُ يَجۡمَعُ بَيۡنَنَاۖ وَإِلَيۡهِ ٱلۡمَصِيرُ١٥
And tell them, “Allah is the One who created and sustains you and us. So, we get the benefits of our actions. You get rewards for what you do. So let there be no more arguments or conflict between us. Beyond that, Allah would surely bring us together in this concept. Because our every action has consequences according to the laws set by Allah.
وَٱلَّذِينَ يُحَآجُّونَ فِي ٱللَّهِ مِنۢ بَعۡدِ مَا ٱسۡتُجِيبَ لَهُۥ حُجَّتُهُمۡ دَاحِضَةٌ عِندَ رَبِّهِمۡ وَعَلَيۡهِمۡ غَضَبٞ وَلَهُمۡ عَذَابٞ شَدِيدٌ١٦
42:16. And even after all clarifications are given to such an extent, whoever acts against the rule of Allah will not be useful to him in any way. Those who act against His guidance and its constitutional laws will be subjected to severe torment.
ٱللَّهُ ٱلَّذِيٓ أَنزَلَ ٱلۡكِتَٰبَ بِٱلۡحَقِّ وَٱلۡمِيزَانَۗ وَمَا يُدۡرِيكَ لَعَلَّ ٱلسَّاعَةَ قَرِيبٞ١٧
42:17. The reason is that all the guidance given by Allah has creative welfare plans for the better life of man. Thus, the regime aims to create a society with socio-economic balance, free from any chaos or injustice. Such a renaissance could happen soon. You do not know this fact.
يَسۡتَعۡجِلُ بِهَا ٱلَّذِينَ لَا يُؤۡمِنُونَ بِهَاۖ وَٱلَّذِينَ ءَامَنُواْ مُشۡفِقُونَ مِنۡهَا وَيَعۡلَمُونَ أَنَّهَا ٱلۡحَقُّۗ أَلَآ إِنَّ ٱلَّذِينَ يُمَارُونَ فِي ٱلسَّاعَةِ لَفِي ضَلَٰلِۢ بَعِيدٍ١٨
42:18. But those who do not accept His guidance are in a hurry to see such a renaissance immediately. But it will only happen in due course. On the contrary, those who accept His guidance are concerned about the burdens of the duties they have to perform for it. These are the differences between the two different attitudes. So those who waste their time making unnecessary arguments will go far astray.
It may seem to some that the livelihoods of those who reject His guidance are flowing uninterrupted.
ٱللَّهُ لَطِيفُۢ بِعِبَادِهِۦ يَرۡزُقُ مَن يَشَآءُۖ وَهُوَ ٱلۡقَوِيُّ ٱلۡعَزِيزُ١٩
42:19. But according to the plan of Allah, everyone gets a livelihood as per his efforts. There is no discrimination against anyone in it. (See 17: 19-20) Because Allah is Merciful to all. And all his projects are mightier than anything else.
So, as far as livelihoods are concerned, all those who work for it will get unrestricted access. But those who accept the His guidance, embrace and preserve human dignity can have both present and future happiness. Therefore
مَن كَانَ يُرِيدُ حَرۡثَ ٱلۡأٓخِرَةِ نَزِدۡ لَهُۥ فِي حَرۡثِهِۦۖ وَمَن كَانَ يُرِيدُ حَرۡثَ ٱلدُّنۡيَا نُؤۡتِهِۦ مِنۡهَا وَمَا لَهُۥ فِي ٱلۡأٓخِرَةِ مِن نَّصِيبٍ٢٠
42:20. For those who work for present happiness as well as future sustainable happiness, the rewards will multiply according to their efforts (see 2: 201-202). Those who work only for the present happiness will get the benefits according to their work. But the happiness in their future life will never last. There will be various problems in the community and their lives will be precarious.
For example, drugs, prostitution, and gambling can give temporary pleasures. But they can also cause great problems in the future. The Scriptural precaution is to avoid such acts.
أَمۡ لَهُمۡ شُرَكَٰٓؤُاْ شَرَعُواْ لَهُم مِّنَ ٱلدِّينِ مَا لَمۡ يَأۡذَنۢ بِهِ ٱللَّهُۚ وَلَوۡلَا كَلِمَةُ ٱلۡفَصۡلِ لَقُضِيَ بَيۡنَهُمۡۗ وَإِنَّ ٱلظَّٰلِمِينَ لَهُمۡ عَذَابٌ أَلِيمٞ٢١
42:21. The reason for not accepting His guidance is that it is against their customs and rituals which they have formulated. They claim that Allah has revealed it, and are following it. Allah has never announced such advices. Allah does not immediately punish them for such mistakes. (See 16:61) It has already been decided that they should be given opportunities to change their lives. Without such a plan they would have perished long before. According to this plan of Allah, the time has come for the consequences of human actions to appear. After that period, the painful torments for their unjust deeds will come to the fore.
تَرَى ٱلظَّٰلِمِينَ مُشۡفِقِينَ مِمَّا كَسَبُواْ وَهُوَ وَاقِعُۢ بِهِمۡۗ وَٱلَّذِينَ ءَامَنُواْ وَعَمِلُواْ ٱلصَّٰلِحَٰتِ فِي رَوۡضَاتِ ٱلۡجَنَّاتِۖ لَهُم مَّا يَشَآءُونَ عِندَ رَبِّهِمۡۚ ذَٰلِكَ هُوَ ٱلۡفَضۡلُ ٱلۡكَبِيرُ٢٢
42:22. You will see them trembling with fear when the consequences of the evil deeds begin to appear. But it is useless to fear at that moment, as they have to experience that pain. On the contrary, any society that accepts His guidance and performs able deeds will develop into heavenly. There they will live happily. They will get whatever they want. Isn't it a great privilege to have such a society? The same situation will continue after their death. (16:30)
ذَٰلِكَ ٱلَّذِي يُبَشِّرُ ٱللَّهُ عِبَادَهُ ٱلَّذِينَ ءَامَنُواْ وَعَمِلُواْ ٱلصَّٰلِحَٰتِۗ قُل لَّآ أَسَۡٔلُكُمۡ عَلَيۡهِ أَجۡرًا إِلَّا ٱلۡمَوَدَّةَ فِي ٱلۡقُرۡبَىٰۗ وَمَن يَقۡتَرِفۡ حَسَنَةٗ نَّزِدۡ لَهُۥ فِيهَا حُسۡنًاۚ إِنَّ ٱللَّهَ غَفُورٞ شَكُورٌ٢٣
42:23. These are the glad tidings from Allah to those who follow His guidance and devise social welfare schemes. O, Reformist! Inform them, “I do not say all these things for my gain. I wish that all my close relatives should live happily.” (See 25:57, 34:47) Whoever does good deeds, will be rewarded with more and more benefits. Verily Allah’s schemes are for everyone’s secured life and yield good results for good deeds.
أَمۡ يَقُولُونَ ٱفۡتَرَىٰ عَلَى ٱللَّهِ كَذِبٗاۖ فَإِن يَشَإِ ٱللَّهُ يَخۡتِمۡ عَلَىٰ قَلۡبِكَۗ وَيَمۡحُ ٱللَّهُ ٱلۡبَٰطِلَ وَيُحِقُّ ٱلۡحَقَّ بِكَلِمَٰتِهِۦٓۚ إِنَّهُۥ عَلِيمُۢ بِذَاتِ ٱلصُّدُورِ٢٤
42:24. O, Reformist! Do they say that you are telling these guidelines out of your own mindset and lie that Allah says so? Tell them that you narrate them according to the revelation programs of Allah. Had it not been so, He would have sealed your mind and you would never have narrated such guidance. These guidelines are proclaimed by you to differentiate the social system formed on the basis of pseudo-methods and to establish a regime with creative welfare schemes. Mention to them that Allah is the One who has the power to know even the thoughts that penetrate their mind.
وَهُوَ ٱلَّذِي يَقۡبَلُ ٱلتَّوۡبَةَ عَنۡ عِبَادِهِۦ وَيَعۡفُواْ عَنِ ٱلسَّئَِّاتِ وَيَعۡلَمُ مَا تَفۡعَلُونَ٢٥
42:25. Those who, after knowing these truths, abandon their erroneous ethics, seek to do good in the way as shown by Rabbu, repent for the sins, (see 4:17) will find the ways to free themselves from the effects of their sinful deeds done out of ignorance. This is because Allah is aware of everything you do. The consequences will be devastating.
وَيَسۡتَجِيبُ ٱلَّذِينَ ءَامَنُواْ وَعَمِلُواْ ٱلصَّٰلِحَٰتِ وَيَزِيدُهُم مِّن فَضۡلِهِۦۚ وَٱلۡكَٰفِرُونَ لَهُمۡ عَذَابٞ شَدِيدٞ٢٦
42:26. So if you listen to Rabbu's guidance and work creatively on social welfare programs, they will never be in vain. The rewards for their work will continue to accrue. On the contrary, if they refuse to accept His guidance and commit anti-social activities, society will ruin, despite the livelihood facilities.
It is Allah’s project that the livelihood should reach the common people of all sections. More facilities will increase for those who work hard with good energy. The present practical world bears witness to this. So Rabbu has arranged for livelihood to be available to man as much as he needs.
۞وَلَوۡ بَسَطَ ٱللَّهُ ٱلرِّزۡقَ لِعِبَادِهِۦ لَبَغَوۡاْ فِي ٱلۡأَرۡضِ وَلَٰكِن يُنَزِّلُ بِقَدَرٖ مَّا يَشَآءُۚ إِنَّهُۥ بِعِبَادِهِۦ خَبِيرُۢ بَصِيرٞ٢٧
42:27. Perhaps, if the man had been provided with ample means of subsistence, he would have gone astray and the atrocities in the country would have gone uncontrolled. This condition does not occur because livelihoods have been made available to the extent he needs. It is true that Allah has the truth and wisdom about the deeds of everyone.
وَهُوَ ٱلَّذِي يُنَزِّلُ ٱلۡغَيۡثَ مِنۢ بَعۡدِ مَا قَنَطُواْ وَيَنشُرُ رَحۡمَتَهُۥۚ وَهُوَ ٱلۡوَلِيُّ ٱلۡحَمِيدُ٢٨
42:28. That is why when there is a drought without rain, they despair. After that, it rains there according to the canon of Rabbu and the land becomes fertile. Thus, the rain makes them realize that man needs the help of Rabbu to survive. It is commendable that Allah helps man according to the situation prevalent.
وَمِنۡ ءَايَٰتِهِۦ خَلۡقُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِ وَمَا بَثَّ فِيهِمَا مِن دَآبَّةٖۚ وَهُوَ عَلَىٰ جَمۡعِهِمۡ إِذَا يَشَآءُ قَدِيرٞ٢٩
42:29. Besides, Allah created the galaxies and the earth for man to live better. And all creatures inhabit the earth and in other cosmic creations. All of these now live separately. But at some point, they will unite according to the cannon of Allah. These are all proofs of the incomparable power of Allah.
This verse demonstrates the existence of life not only on the earth but also in other worlds. It is also said that at some point they will come together.
وَمَآ أَصَٰبَكُم مِّن مُّصِيبَةٖ فَبِمَا كَسَبَتۡ أَيۡدِيكُمۡ وَيَعۡفُواْ عَن كَثِيرٖ٣٠
42:30. Thus all the projects of Allah are for creative benefits. But man is indulged in evil deeds and causes trouble (see 4:79). Yet opportunities are given to him to correct his mistakes. If his evil deeds are wide open on a large scale, his life will be precarious.
For example, if a person consumes alcohol, he may be corrected at an early stage. But if he becomes addicted to that habit it will be very difficult to correct him. If a tendency is developed that there is nothing wrong to consume alcohol, the community has no choice but to perish. Allah has made such unchangeable laws. That means small mistakes can be corrected. It is difficult to correct sinful acts that are going on alcohol on a large scale.
وَمَآ أَنتُم بِمُعۡجِزِينَ فِي ٱلۡأَرۡضِۖ وَمَا لَكُم مِّن دُونِ ٱللَّهِ مِن وَلِيّٖ وَلَا نَصِيرٖ٣١
42:31. So if a society selects the wrong way, it is very difficult to correct it. No one can change the laws established by Allah. So, if you leave the guidance of Allah, no other means will help you for your better life in any way. (See 7:40)
وَمِنۡ ءَايَٰتِهِ ٱلۡجَوَارِ فِي ٱلۡبَحۡرِ كَٱلۡأَعۡلَٰمِ٣٢
42:32. If you want to know more about the power of Allah, look at the sailing ships that are like mountains sailing in the sea with the speed of the wind.
When even a small needle does not float in the water, notice how such a large vessel is floating. Only with its design, it can thus float. There is a close connection between water and that design. Without these provisions, how can the man fulfill his needs?
إِن يَشَأۡ يُسۡكِنِ ٱلرِّيحَ فَيَظۡلَلۡنَ رَوَاكِدَ عَلَىٰ ظَهۡرِهِۦٓۚ إِنَّ فِي ذَٰلِكَ لَأٓيَٰتٖ لِّكُلِّ صَبَّارٖ شَكُورٍ٣٣
42:33. But when the wind ceases to blow as per the canon of Rabbu, the ships cease to move. There are many lessons to be learned from those who persevere and act with gratitude and faith.
That is, man, with the knowledge given to him, can look for ways to move ships with the help of mechanical power. And it is said that all the creations of Allah are useful to man. That is, if the man uses them creatively, he will continue to reap the benefits. On the contrary, if he abuses it for his own good, he will seek his destruction.
أَوۡ يُوبِقۡهُنَّ بِمَا كَسَبُواْ وَيَعۡفُ عَن كَثِيرٖ٣٤
42:34. So they can be drowned in misery immediately for the evil deeds they are doing. But Allah has created ways to free oneself from the effects of most minor mistakes.
وَيَعۡلَمَ ٱلَّذِينَ يُجَٰدِلُونَ فِيٓ ءَايَٰتِنَا مَا لَهُم مِّن مَّحِيصٖ٣٥
42:35. So those who do not accept the fact that only Allah has the power to create the universe are arguing about it. So, they go astray without accepting Rabbu's guidance. When the consequences of their actions finally occur, they will learn about what they had been doing. But they have no way of escaping from punishments.
فَمَآ أُوتِيتُم مِّن شَيۡءٖ فَمَتَٰعُ ٱلۡحَيَوٰةِ ٱلدُّنۡيَاۚ وَمَا عِندَ ٱللَّهِ خَيۡرٞ وَأَبۡقَىٰ لِلَّذِينَ ءَامَنُواْ وَعَلَىٰ رَبِّهِمۡ يَتَوَكَّلُونَ٣٦
42:36. What evil deeds have they done? They were enjoying only the present pleasures; with the livelihoods, they had received from Rabbu. Thus, they do not worry about future lasting benefits. But all of Rabbu's guidelines advise you to act with present happiness in mind as well as future interests. Adherence to them will lead to a stable life many times better than the current comfortable life.
Just as intake of food is important for physical growth, so also it is important to shell out your means for the growth of a harmonious society. Only then will you have the opportunity to live in a better society in this world. And your “Individual soul” called, “Nafs” will grow and be fully prepared for the next phase of life. Then there will be great happiness in the life hereafter. This is the plan of Allah.
وَٱلَّذِينَ يَجۡتَنِبُونَ كَبَٰٓئِرَ ٱلۡإِثۡمِ وَٱلۡفَوَٰحِشَ وَإِذَا مَا غَضِبُواْ هُمۡ يَغۡفِرُونَ٣٧
42:37. And such people will see to it that there is no hindrance to the development of the community. To err is human. It is normal. It can be recovered from its impacts. If there are activities that could affect the development of the country on a large scale, it will be difficult to rectify.
These include immorality, which is especially a major sin. When action is taken against them, the protests from the vested interest will intensify and provoke the anger of the people. Then security measures have to be taken against them.
For example, drugs, dancing, dressing in closets, extramarital activities, homosexuality, sexual assault, gambling, etc. are all immoral acts that greatly affect the development of a country. Despite all this taking place in the West, the question may arise as to whether they are still making progress. These are all temporary developments. The effects of these will not be ostensible in the initial stages and at some point, it will appear as gigantic level. Then nothing will happen to them except destruction. It is better for them to avoid them before they happen.
وَٱلَّذِينَ ٱسۡتَجَابُواْ لِرَبِّهِمۡ وَأَقَامُواْ ٱلصَّلَوٰةَ وَأَمۡرُهُمۡ شُورَىٰ بَيۡنَهُمۡ وَمِمَّا رَزَقۡنَٰهُمۡ يُنفِقُونَ٣٨
42:38. Thus it is essential to acquire the wisdom to implement social welfare programs in the way as Rabbu has shown. This can be carried out by establishing the "Community Development Forums". If a meeting is convened for this, the followers of Allah’s guidance will attend it without fail. (62: 9) They will also consult with each other on how to correct social ills and make creative decisions. They will also provide financial assistance to carry out these tasks.
In this way, they will come together (in the Assembly) to decide on all social issues and development projects in the country.
وَٱلَّذِينَ إِذَآ أَصَابَهُمُ ٱلۡبَغۡيُ هُمۡ يَنتَصِرُونَ٣٩
42:39. Whiles undertaking such tasks, someone may run into trouble. Then everyone will get together and rescue him. (See 2:177) And they will take action against the culprits.
وَجَزَٰٓؤُاْ سَيِّئَةٖ سَيِّئَةٞ مِّثۡلُهَاۖ فَمَنۡ عَفَا وَأَصۡلَحَ فَأَجۡرُهُۥ عَلَى ٱللَّهِۚ إِنَّهُۥ لَا يُحِبُّ ٱلظَّٰلِمِينَ٤٠
42:40. But the action taken shall not be more than the sins committed by the opponents. You can punish them to the same extent of harm they inflicted. (See 2:178) And if the wrongdoer seeks forgiveness and approaches for peace, he can be forgiven. Forgiving or punishing them is a matter for the courts operating under the regime of Allah to decide. The court will never support those who commit unjust acts.
وَلَمَنِ ٱنتَصَرَ بَعۡدَ ظُلۡمِهِۦ فَأُوْلَٰٓئِكَ مَا عَلَيۡهِم مِّن سَبِيلٍ٤١
42:41. Therefore, it is not a crime under the law of Allah for the court to support the victims and punish the culprits. Thus, reducing crime in the country.
إِنَّمَا ٱلسَّبِيلُ عَلَى ٱلَّذِينَ يَظۡلِمُونَ ٱلنَّاسَ وَيَبۡغُونَ فِي ٱلۡأَرۡضِ بِغَيۡرِ ٱلۡحَقِّۚ أُوْلَٰٓئِكَ لَهُمۡ عَذَابٌ أَلِيمٞ٤٢
42:42. But the guilty declared under the law of Allah are those who are malicious to the people and commit atrocities in the country. Those who act in this way will be severely punished.
وَلَمَن صَبَرَ وَغَفَرَ إِنَّ ذَٰلِكَ لَمِنۡ عَزۡمِ ٱلۡأُمُورِ٤٣
42:43. Those who strive for justice and social development will be considered to be the best social activists who will defend themselves in their policy, even when injustice is sometimes inflicted on them.
وَمَن يُضۡلِلِ ٱللَّهُ فَمَا لَهُۥ مِن وَلِيّٖ مِّنۢ بَعۡدِهِۦۗ وَتَرَى ٱلظَّٰلِمِينَ لَمَّا رَأَوُاْ ٱلۡعَذَابَ يَقُولُونَ هَلۡ إِلَىٰ مَرَدّٖ مِّن سَبِيلٖ٤٤
42:44. But whoever transgresses the laws of Allah and acts in a wrong way, no one will come forward to help him. When the unjust culprits are caught and punished, you will see them begging for a way out of their torments. Is it good that such a situation occurs?
وَتَرَىٰهُمۡ يُعۡرَضُونَ عَلَيۡهَا خَٰشِعِينَ مِنَ ٱلذُّلِّ يَنظُرُونَ مِن طَرۡفٍ خَفِيّٖۗ وَقَالَ ٱلَّذِينَ ءَامَنُوٓاْ إِنَّ ٱلۡخَٰسِرِينَ ٱلَّذِينَ خَسِرُوٓاْ أَنفُسَهُمۡ وَأَهۡلِيهِمۡ يَوۡمَ ٱلۡقِيَٰمَةِۗ أَلَآ إِنَّ ٱلظَّٰلِمِينَ فِي عَذَابٖ مُّقِيمٖ٤٥
42:45. When such a regime is established, their arrogant chief will be completely suppressed and they will bow their heads out of fear. They will be longing for anyone who could help them. Then the guards of the regime will say, “Have you not been told that those who harm themselves and those who follow them will eventually suffer great loss?” So, such people will have to face torments forever.
وَمَا كَانَ لَهُم مِّنۡ أَوۡلِيَآءَ يَنصُرُونَهُم مِّن دُونِ ٱللَّهِۗ وَمَن يُضۡلِلِ ٱللَّهُ فَمَا لَهُۥ مِن سَبِيلٍ٤٦
42:46. If anyone comes forward to save such people, he can save them only according to the rules of law. But the criminals who acted against the laws of Allah can never be rescued? Those who go astray like this will have no opportunity to go in the right direction.
اِسۡتَجِيبُواْ لِرَبِّكُم مِّن قَبۡلِ أَن يَأۡتِيَ يَوۡمٞ لَّا مَرَدَّ لَهُۥ مِنَ ٱللَّهِۚ مَا لَكُم مِّن مَّلۡجَإٖ يَوۡمَئِذٖ وَمَا لَكُم مِّن نَّكِيرٖ٤٧
42:47. There is only one way to protect yourself from such disgrace. That is, you must accept Allah’s guidance and act accordingly. You can never escape from the grip of the law of Allah if you do not come forward to do so. And how can you escape, while you cannot deny the crimes you have committed?
فَإِنۡ أَعۡرَضُواْ فَمَآ أَرۡسَلۡنَٰكَ عَلَيۡهِمۡ حَفِيظًاۖ إِنۡ عَلَيۡكَ إِلَّا ٱلۡبَلَٰغُۗ
42:48. O, Reformist! Even if the guidance is clearly explained, if they ignore this precaution, you need not worry about them. We did not send you as an officer to supervise them. It is your job to reveal facts pertaining to His laws.
وَإِنَّآ إِذَآ أَذَقۡنَا ٱلۡإِنسَٰنَ مِنَّا رَحۡمَةٗ فَرِحَ بِهَاۖ وَإِن تُصِبۡهُمۡ سَيِّئَةُۢ بِمَا قَدَّمَتۡ أَيۡدِيهِمۡ فَإِنَّ ٱلۡإِنسَٰنَ كَفُورٞ٤٨
Also, know the general tendency of human beings. If he gets blessings of livelihoods, he intends to enjoy with them and so it yields only temporary benefits. Thus, he does not care whether what he does is good or bad. Thus, if he engages in evil deeds and is harmed as a result of them, he blames Allah for it. In this way, he becomes ungrateful to Allah.
لِّلَّهِ مُلۡكُ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضِۚ يَخۡلُقُ مَا يَشَآءُۚ يَهَبُ لِمَن يَشَآءُ إِنَٰثٗا وَيَهَبُ لِمَن يَشَآءُ ٱلذُّكُورَ٤٩
42:49. Doing so will not cause any harm to Allah. This is because the creation of the universe and everything on earth are working to fulfill His plans. He creates everything under His same creative law. According to the same law, a baby boy or a baby girl is born.
أَوۡ يُزَوِّجُهُمۡ ذُكۡرَانٗا وَإِنَٰثٗاۖ وَيَجۡعَلُ مَن يَشَآءُ عَقِيمًاۚ إِنَّهُۥ عَلِيمٞ قَدِيرٞ٥٠
42:50. According to the same law of Allah, some people give birth to a boy and some to a girl. Some will not have infertility and so they lose the chance of pregnancy. Know that the power of Allah to know everyone is infinite.
These are the laws of physiology that have been prescribed by Allah. These are as common as other creatures. But there is another portion of human life. That is the law of morality and humanity. These are not fixed in the human body. These laws are communicated to him through His guidance called “Wahi”. Instead of fixing these laws in the human mind, they are revealed through the messengers under His selections.
۞وَمَا كَانَ لِبَشَرٍ أَن يُكَلِّمَهُ ٱللَّهُ إِلَّا وَحۡيًا أَوۡ مِن وَرَآيِٕ حِجَابٍ أَوۡ يُرۡسِلَ رَسُولٗا فَيُوحِيَ بِإِذۡنِهِۦ مَا يَشَآءُۚ إِنَّهُۥ عَلِيٌّ حَكِيمٞ٥١
42:51. So Allah has no plan of speaking directly to any human being. He informs the Man of what he has to announce through the revelations (now through the Qur’an). Secondly, He announces some of the messages from behind the screen. Thirdly, some through those who are under His selections referred to as “Nabi” or “Rasool”. So, the truth is that Allah has full knowledge of how to accomplish any of His projects.
That is, what is revealed by revelation is called Scriptures/Vedas. They are now intact in the Qur’an in its original text. As for as His revelations from behind the screen are concerned, it is all about the wisdom and technical know-how that man acquires through the research of laws of nature that He has created. These can be studied by man and learn the truth of how the laws of Allah work in every creation. (See 3:190-191)
But the guidelines related to human morality can only be known through this Qur’an. Why so much? It was not known to even Reformists Muhammad Nabi as to what these guidelines were before the revelation was given.
وَكَذَٰلِكَ أَوۡحَيۡنَآ إِلَيۡكَ رُوحٗا مِّنۡ أَمۡرِنَاۚ مَا كُنتَ تَدۡرِي مَا ٱلۡكِتَٰبُ وَلَا ٱلۡإِيمَٰنُ وَلَٰكِن جَعَلۡنَٰهُ نُورٗا نَّهۡدِي بِهِۦ مَن نَّشَآءُ مِنۡ عِبَادِنَاۚ وَإِنَّكَ لَتَهۡدِيٓ إِلَىٰ صِرَٰطٖ مُّسۡتَقِيمٖ٥٢
42:52. O, Reformist! In this way, We reveal in your heart this Qur’an which contains the details of Our projects that are the lifeline of human beings. (See 2:97) Before this, you had not known the unchangeable laws of Rabbu was and the benefits of accepting them. We imprinted this guidance on your heart which was white paper and made it a beacon of light for the enlightenment of human life. (See 24:35) So whoever seeks this guidance, this Qur’an will lead him to the right path. (See 2: 256-257)
صِرَٰطِ ٱللَّهِ ٱلَّذِي لَهُۥ مَا فِي ٱلسَّمَٰوَٰتِ وَمَا فِي ٱلۡأَرۡضِۗ أَلَآ إِلَى ٱللَّهِ تَصِيرُ ٱلۡأُمُورُ٥٣
42:53. These guidelines are bestowed by Allah, the One and Only, on whose commands the universe and the earth work to fulfill their duties. So, every action you take as a human being has consequences according to the rules He has set. That is, everyone should inculcate these facts in his mind and perform accordingly.
